A large site is still a site. City pages and a content engine stay on the local book as add-ons. A platform is the operating system: one file, staff seats without a SaaS tax, cutover from the tool you are leaving, and records that have to stand up later.

Is this the same as Tier 3?

No. Tier 3 is the local-service CRM: booking, field ops, and admin for trades and similar. Platforms are for operators replacing a system of record, not adding a job board to a website.
